Georgia's state writing assessment, rubric by rubric
Georgia Milestones is the state's annual summative assessment program administered by the Georgia Department of Education. The writing portion appears within the English Language Arts assessment as a constructed-response item where students produce one extended written response based on one or more provided source texts.
Every Georgia Milestones writing rubric uses the same eight-point, three-trait analytic structure. Purpose and Organization is scored 0 to 3 and covers the introduction, organizational structure, transitions, and conclusion. Evidence and Elaboration is scored 0 to 3 and covers reasons, source-based evidence, elaboration techniques, and source crediting. Language Usage and Conventions is scored 0 to 2 and covers sentence structure, verb tense, voice, and mechanics.
The descriptor language sharpens by grade band. Grades 3 through 5 frame the response as opinion writing with linking words and supporting reasons. Grades 6 through 8 frame the response as argumentative writing with a claim or position and an appropriate style for a target audience. The high school American Literature and Composition rubric adds style and tone, mode and genre awareness, varied syntax, and parallel structure expectations. The 2025-2026 rubrics are the current official versions.

Descriptor language sharpens from opinion writing in grades 3-5 to argumentative writing with claim and position in grades 6-8, and to literary analysis with style and tone at the high school level.

How Milestones scores writing
Every Georgia Milestones writing rubric scores responses on three analytic traits. Purpose and Organization (0 to 3) and Evidence and Elaboration (0 to 3) carry the bulk of the score. Language Usage and Conventions (0 to 2) is scored on a tighter sub-scale. The three trait scores add to a maximum of 8 points per response.
Scored 0 to 3. Covers the writer's introduction, organizational structure, use of transitions, and conclusion. At grades 6 and up, the descriptor also evaluates style appropriateness for a target audience. At the high school level, style and tone for mode and genre are explicitly part of the trait.
Scored 0 to 3. Covers reasons that support the opinion or claim, integration of source-based evidence, elaboration techniques, and source crediting. Grades 4 and up evaluate evidence from multiple sources. Grade 5 and up adds an explicit source crediting bullet that grade 3 does not include.
Scored 0 to 2 on a tighter scale. Covers complete sentences, sentence variety, verb tense, and error patterns in usage and mechanics. Grades 6 and up add active voice. The high school rubric replaces subject-verb agreement with varied syntax, verb tense aspect and mood, and parallel structure expectations.
